The Punisher in Streets of Rage is a fan mod which replaces the standard characters in Streets of Rage 2 with Frank, Nick, Bruce and Arnie.

Frank:

Side Kick: Forward, forward, B

Blade Kick: Press BC at the same time

Gunshot: Grab an enemy in the front and press B

Roundhouse Kick: Hold B for 2/3 second and release

Grenade: Forward A

Defensive Special: A

Nick:

Side Kick: Forward, forward, B

Blade Kick: Press BC at the same time

Gunshot: Grab an enemy in the front and press B

Roundhouse Kick: Hold B for 2/3 second and release

Grenade: Forward A

Defensive Special: A

Bruce:

Side Kick: Forward, forward, B

Parry: Press BC at the same time, then hold C

Face Kick: Grab an enemy in the front and press B

Guillotine Choke: Grab an enemy from behind and press B

Vault Throw: Grab an enemy, press C, and then press B quickly.

Blade Kick: Hold B for 2/3 second and release

Flash Kick: Forward A

Arnie:

Champion’s Elbow: Forward, forward, B

Parry: Press BC at the same time, then hold C

Elbow Uppercut: Grab an enemy in the front and press B

German Suplex: Grab an enemy from behind and press B

Brainbuster: Grab an enemy, press C, and then press B quickly.

Uppercut: Hold B for 2/3 second and release
